The programme focusses on high harm, high risk perpetrators aged over 16. Leaning towards majority high risk/high harm perpetrators to create the most impact on the displacement of costs for courts; police; social care; refuge provision; health etc. There are no barriers regarding gender, sexual orientation etc. In their experience, most common referral sources are custody, probation, police, Children's services and IOM.
