The request is to commission a targeted Enhanced Case Management (ECM) service for young adults aged 18–25 in Gwent. This is a focused, high-impact intervention designed to improve engagement, compliance and stability for those at greatest risk of disengagement from probation and escalation within the criminal justice system.
