Background Lærdalsøyri is the municipal centre in Lærdal municipality and it is subject to flaum from Lærdalselvi. Lærdal municipality shall, in cooperation with the Norwegian Water Resources and Energy Directorate (NVE), prepare an area development plan for total flaum protection for Lærdalsøyri. Lærdal municipality is the contracting authority and responsible for preparing the development plan.
